An agile and proven approach to successful evaluation

An evaluation is generally conducted in four stages:

Stage 1


Kick-off session with the principal and governance of the appraised entity

Deliverables: Inception report with evaluation questions, methodology, project plan, data sources

Stage 2


Information gathering (interviews, focus groups, observations, secondary sources), analyses and syntheses

Deliverables: Answers to evaluation questions and early learning

Stages 3


Creative, structured and interactive workshop with the principal, agent and external stakeholders

Deliverables: Goals, future characteristics and organizational or programmatic scenarios.

Stage 4


Closing session to discuss learnings, conclusions, scenarios and recommendations.

Deliverables: Final report with traceability from evaluation questions to recommendations.

We cover the summative, formative and prospective aspects in accordance with the standards of the Swiss Evaluation Society SEVAL and the DAC standards of the OECD.

We also assess the contribution to the UN Sustainable Development Goals based on the principle of materiality.

Jérôme Billotte has carried out numerous strategic thinking, organization, evaluation and transformation projects for universities, health institutions and companies, both public and private. One academic introduced him by saying “Jerome is the person these organizations turn to for solutions when a complex, sensitive and multi-interest issue needs to be addressed”.

Jérôme obtained a PhD in Science at ISREC, working on the molecular basis of cancer due to a retrovirus. He completed his education with an MBA at the University of Lausanne. Jérôme works in French and English.

Violette Ruppanner has worked for organisations such as the State Secretariat for Economic Affairs SECO, the European Free Trade Association EFTA, the Federal Department of Foreign Affairs FDFA, several non-governmental organizations (NGOs) and in the private sector.

Violette holds a Master’s degree in Political Economy (HEC Lausanne), an Executive Master’s degree in Management of Technology (MoT, EPFL) and an MBA (Michigan State University USA). In addition, she has trained extensively in participatory approaches. She is trilingual (German/Swiss-German, English, French).

Sandra Wirth has held management positions in companies (Nespresso, Nielsen, family SMEs), at the International Committee of the Red Cross ICRC (Indian Kashmir, Burundi, Indonesia, headquarters) and at the Terre des hommes Foundation. A partner at Strategos since 2015, she recently led the evaluation of the Swiss Space Center.

Sandra holds a Master’s degree in Economics from the University of St. Gallen and a Masters in Public Administration from Harvard. Trilingual (French, English, German/Swiss-German), she evolves with ease and pleasure in a wide variety of cultural and professional environments.
